This is the first strongbox chest that you come across which is secured behind a locked depot.

During the quest Missing Links, in Snowy Tundra, Secure the Asset - Locate the Aim Facility, you will get a prompt when you are close to the depot which holds the Strongbox chest.
Once you arrive here, you want to stand on one of the squares that glow and then go and stand on the other glowing square pictured below.
Once you do this correctly the door should open and then you can loot the strongbox chest inside.
